AMR Industry Alliance Releases “Principles for Pooled Procurement of AMR Products” to Strengthen Access and Market Stability in Low- and Lower-Middle-Income Countries
The AMR Industry Alliance is proud to announce the publication of its new guidance document: “Principles for Pooled Procurement of AMR Products.” This document is intended to support purchasers in low- and lower-middle-income countries (LMICs) in establishing pooled procurement mechanisms (PPMs) for antimicrobial-resistance (AMR) products—including antibiotics and diagnostics.
The guidance highlights the role that private-sector participation can play in improving availability, reliability and sustainability of supply across the full spectrum of AMR products—especially in settings where demand forecasting, procurement practices and market incentives are challenged.
Key Highlights of the Principles
The document identifies nine core recommendations for PPMs, such as: providing accurate demand forecasting and transparent tender calendars; ensuring rational and appropriate use of antibiotics under strong stewardship supported by diagnostics; increasing transparency in tender-award decision-making; establishing clear criteria and guidelines for country pooling; and mobilizing sustainable funding streams for high-quality products.
The guidance emphasizes that pooled procurement is one vital lever for the broader market failures affecting AMR. Market models that recognize the full societal value of antibiotics and diagnostics, regulatory harmonization, and stewardship are also essential.
By aggregating demand across countries or regions, PPMs can help attract manufacturers and improve supply reliability, while also acknowledging that smaller-volume reserve antibiotics may still require additional mechanisms (such as revenue guarantees) to ensure availability.
The AMR Industry Alliance invites procurement agencies, multilateral organizations, donors, manufacturers, regional initiatives and civil-society organizations to review the document and consider its application in designing or strengthening PPMs for AMR products.
